Please explain that as principle employer, what are requirements have to be followed for payment of full and final settlement for contract workers in a factory.

The full and final settlement has to be done by the contractor and the principal employer can keep a copy of the receipt for its record. There is no master - servant relationship between a contract labourer and Principal Employer so no legal liability attaches to the P.E.
