Can any auditor from the Principal employer give the contractor (C) negative marks on compliance because 'C' is not maintaining Wage Register under BOCW Act, as 'C' has sublet all the work to a Sub Contractor and has hired only Engineers to oversee the construction? is there any rule specifying such?

There is no confusion ...if the inspecting staff marked it as not done take it as not done...
No contradiction. Pls.
Subcontractor works in the name of tender participated and tender approved main contractor. Even in addnl. Agreement with the principal employer the main contractor declares so and so are his sub contractor s. In some field works on worksite so many sub contractor s unnotified also complet e the given contract work. So nothing new...only pretention of main contractor not known any thing about his subcontractors more than he found in the work field. Let's come to balance part of the question ...its a open secret Some Engaged engineers cannot by themselves only complete the obtained tender work.... Construction work is always completed by building construction workers only. All their wages are legal and they are not no not paid waged workers.
They are all authenticated workers of Main
contractor through sub contractor like little number of engineers.
No escape from maintaining all such registers and records and providing insurance scheme memberships safety precautions providing ambulance medical aids as per number of workers engaged
Bocwwact clearly mentioned to follow at least main features like wages of construction workers...safety insurance and health conditions.
Take care of your normal workers in the construction site.

No No.. I don't have any intention to suggest evading responsibility. The Contractor in question here has hired a sub contractor who is in charge of labour and all other compliances. The sub contractor is regularly audited. Now, does the contractor should maintain Wage and other such registers for the Engineers also, Who are Salaried employees on the company pay roll? Please quote from the actual law if possible.

Whether their names should also be shown in the registers.

Mention all the salaries are being paid by the company.opposite their names. Your query related to Bocw act. So follow. All the workers in the construction site should come in this act related registers.its a common simple information...pls general knowledge.
. Try to avoid trickish thoughts of subcontractor
.For example in an own construction site some L&Tcompany engineers are working..
Their names should be mentioned in those registers of Bocwact.? Yes
Suppose if any untoward incident happens.to engineers or labour ...Who is responsible..? Usually all concerned try to escape.
.So it's necessary to maintain all names of engaged workers daily monthly or in payroll of another company basing on facts.
