Dear Manu,
It is not depending on qualification rather depends on nature of job and related skill to perform the same. There is one wing of engineering who are basically industrial engineer and have skill through method study, work study, time study to determine the skill differentials of different jobs. There is no specific straight jacket system to do this. It is always vary from organisation to organisation for technology, nature of jobs etc.
Trust this will clear you query. For further clarification you may contact me.

Dear Colleague,
1. Please refer to the Minimum Wages Act/Rules if your factory is covered under it. The Act provides for definition of all skill levels from unskilled to Highly skilled. Apart from this, it also contains classification of various jobs for some industries.
2. If possible do survey on existing job classification prevalent in your type of factories in surrounding areas.
3. The most scientific way is to carry out job evaluation by some expert for all the tecnical/non -technical jobs.
