You are making two contradictory statements here. One is about the Safety Officer needing to be well-versed in the local vernacular or language. The second is recruiting them with support on functions through a Welfare Officer. The basic point is that the Welfare Officer may have their own departmental responsibilities and cannot always assist the Safety Officer. My suggestion is to avoid such a recruitment approach and instead opt for hiring a local candidate only.
