General Manager in his capacity can ask you to send notices and letters, but your company should have already got all the procedures ready for sending such notices for lapses of employee.
Please check and act. If you further need assistance draw up some time and go through the labour enactments for taking disciplinary actions.
Being a unionised factory/company you need to be cautious and follow the Standing orders while sending such notices.

First every company have internal policy handbook so you can look with article include and talk about that for eg many firm have redline so if employee pass three absent or late coming in month so they directly notice his supervisor or manager to look what the matter in employee behavior 'why , what the problem' if he faced difficulties in workplace because absent & late coming are consequence of conflict , dissatisfaction and much more if nothing from that , may look the employee lazy and need some penalties and more supervision to bring you back to the company vision and value
