I have started my career in ABC company for 1.5 years, then I moved to another concern.Now I am looking for a job change. I have an offer, the problem is ABC company was shut down. I have all the documents and bank statement, but don't have Form 16. In the Background Verification, it seems the ABC company in the block list.what I want to say to the HR for my employment in ABC company?

Submit your CV in honest and truthful fashion. If previous company has wound up it hardly matters. Were you a tax payer? Bank statement can show how much salary you were drawing.

If you had really worked in that company and that company has been crediting salary month on month to your bank account, you have no big reason to worry. Just mention the experience in the resume, explain the issue to your new employer.
Generally companies don't black list just like that. There could be some reason such as 'xyz company involved in malpractice or issue fake certificates or committed serious fraud etc.'. Even then fraud by a management should not affect the career of an employee who had no part in it.
Even after this, ff the employer is not willing to hire you, move on and find job in another company.
