We appointed HR executive in our company but due to the transportation problem she is not able to travel 30 kms from her house to office. she really want to work with our organisation as we have decided to shift the location from Langar House to Gachibowli, but she is requesting that will join once office is moved to Gachibowli location. However we have urgent requirement and can't wait until she comes. How to write a convincing email that we are looking for alternative?

Instead of trying to be convincing, you could write bluntly and candidly that unless she reports you will have no option but to look for alternative. The reason given for delaying joining is not at all convincing, after all Langar House is not the other part of the world and a distance of 30 KMs, may be the commuting time of 45 minutes to one hour, cannot be seen as excessive. If she is unable to make this adjustment for a short period, probably she may not be worth it.

If identifying a candidate is challenging, you may wait. Otherwise you can inform her and look for replacement

If you think that Employee is a real asset for company and you don't want to loose the employee, make arrangement for her transportation.
If she refuses to come, even After this arrangement, then look for replacement.

Dear Anonymous,
Kindly give more details about the scenario. You have given the present and the new location, which are about 13 to 18 km apart and it takes about 30 mins by car. If you say she lives about 30 kms from the present office in Langar House (Houz on Google map), one has to conclude that she lives about 12 km from Gachibowli.
Kindly tell us when will you be moving to the new location? Without knowing her family commitments, it is not possible to say whether her request is unreasonable. However, if your need is urgent and you can find a replacement easily, inform her that you cannot wait and that you are withdrawing the offer and go ahead appointing a another.

Dear
What I understand is that you are shifting your Office to new Location !
If correct :
1. You must inform all your employees about the change of
location/operations.
2. You must give them minimum time to Opt for their choice.
3. If any employee is NOT willing to relocate, he may be relieved from the
service as per your Company Norms
4. For all those employees willing, need to give them two weeks joining time
to make their own arrangements.
5. IF any body opted to join and not joined by the stipulated time, can be
terminated as per the Company letter served to them before shifting.
