If we did 11 month agreement with employees and then after 2 months we take him again on our payroll for 11 month period and repeated same, will it create problem?

You may have appointment on 'fixed term contract basis' for two years. It is approved procedure.

Now a days this trend is common but you shall have to provide P.F. & E.S.I. facility to such employees.
