Dear friend,
Your subject heading and content are somewhat differing or rather not clear.
But if you want to track the employee lunch timings,though it is flexible,please bring awareness among them on the importance of the productivity/efficiency, seek coordination from HODs,issue notice,circular on the subject to make them understand the policy or lunch timing.
Also suggest to have a fixed time for lunch hour,unless you have space constraint in the lunch room.

1 Though lunch break are flexible but you can define policy of lunch duration. For this you have to do some background work like present status of employee productivity, work efficiency and if you found that due to flexi timing of lunch org overall efficiency is getting hampered and / or productivity getting down, you can hv a word with top management with all this data and can convince them to define policy on this issue.But make it sure in that case hv some draft copy of policy on this issue ( if mgmt is positive for this ) This will support to get things done fast and mgmt impression abt u will also get increase that u not only talk abt problem but have some solution with u.
But if the data shows no effect of flexi lunch time then suggest to drop such ideas. Flexi lunch time is also a kind of motivation to make them free and once back to concentrate on work.
Think and decide based on ur exact situation over there.

Dear Friend,
I am not able to understand and derived any meaning out of your posting. Always elaborate your querries in point.
What does it mean "We don't want to increase the work load on employees" ? Are your employees are putting in job for longer period? In turn they did not get time to go for lunch or you do not observe any lunch time for which your employees work without lunch.
Please come with details for which you sought a solution.
