Dear Tanu Bhatnagar,
Agreed wholehearted cooperation of all concerned is required for creating a disciplined environment, but people always tend to deviate.
You need to keep a general notice at all notice boards and dining area to follow the lunch timings specified.
What are the respective line supervisors/immediate superiors doing if operations are hampered?
Also take the help of respective HOD,manager for necessary compliance.

Dear Tanu,
always while putting instruction s on email you have mention with Rules adherence policy.
Dear Team,
As you all are aware that our lunch timings are from 1:30 to 02:15 pm, all are requested to return to desk exact by 02:15. It has been observed that some of team member leave late for lunch and accdly extend their return time. This is last intimation mail to all team member to complete lunch within given time. There will be round of HR exact between 02:15 to 02:20, and whoever not found on on seat, will be liable for strict action.
You can use above.

There may be two ways to deal this issue of late coming..
1) General communication with presenting the data as no. of man hours wasted due to late coming by highlighting those departments wasted high man hours and low wasted departments.
2) Specific communication with the same presenting the data, but this time specific names of the employees.
Hope this will address this issue, but before that take your bosses into confidence before rolling out the above strategy.
All the best.

Dear colleague.
Suggest the following:
" Dear team members,
You are well aware that the lunch timings are from----- to-----
It need not be over-
emphasized that in the utmost interest of work discipline , these timings have to be adhered to.
However, it is observed that some members unduly take longer lunch time and return late to work place causing not only loss of productive time but setting bad example to others.
The members are advised to cooperate in strictly adhering to lunch timings and show responsible attitude towards work discipline.
Although all HODs are advised to report the names of latecomers after lunch, we are sure you will spare us the pain of unpleasant disciplinary action by not giving cause for such action."
You may like to modify above draft to suit your needs.
