Both HR and HRBP are different roles.
HRBP - gets the business and handle the clients to improve more and get more.
The HR business partner (HRBP) position is responsible for aligning business objectives with employees and management in designated business units. The position serves as a consultant to management on human resource-related issues.
HR - runs the HR process and maintain policies of company.
Human resources is used to describe both the people who work for a company or organization and the department responsible for managing resources related to employees.
