I have a doubt that if any state government delays in announcing latest minimum wages on time then how we will manage in favor of employees. because govt. employees can avail this benefit in their arrears but how the private employee will get it?

When the Minimum Wages are revised with retrospective effect, the employees are to be paid the arrears involved, otherwise there is a wilful default, if the labour officials were to inspect the unit and detect it, with consequent compound liability & prosecution proceedings.
