'Evacuation Procedure' a procedure written for the particular building in case of emergency / fire etc. It various from one industry to another industry and is based on the lay out of the plant. The procedure written should be understood by everyone working in the shop floor. First identify the circumstances / instances /emergencies expected off at the plant level or even office level.
You are the best judge. Write best, easy, smooth and possible way for people movement avoiding hazard, in case of emergency. The best procedure can be written only the person who has vast knowledge of lay out and behavior of the group and most important is age group. Even the dress code also has to be taken into account. Then translate it into any language you want. I hope i have made it clear to you!

To add an example tip. if you have piled up garment / cloth bundles near the stair case, you write a procedure that in case of fire use the particular stair case, it will be most hazardous than any other way. Before writing the procedure observe the areas of hazard, in side the plant, and you may have to do a small excise of 're-engineering' concept in the lay out area. Identify exist ares clean without any blocking / damage. This is most important as far i am concerned.
