Hi,
Make arrangements for one or two team members to be responsible for purchasing birthday cards and having coworkers to sign them.
If your budget and circumstances allow it, consider giving a "lunch-sized" restaurant gift certificate or having a small party. And if you're really enthusiastic, go ahead and add some birthday decorations to the birthday person's office or work area.
Everyone likes to feel special and zeroing in on birthdays is an easy way to do that -- with the extra boost that such attention is likely to create for employee morale.

hi,
You can have a birthday notice board, put up the photo and the name of those who celebrate their birthday for the week. Give Birthday card and lunch voucher in some good hotel.

Hi cgnanij,
Adding to Simon's idea. You can celebrate all week's b'day's or month's b'day depend upon the company size in the month end together. You can have a middle size cake with some snacks and cold drinks. It can be a get together for all staff members and fun time for all. During the celebration you can give them small b'day gifts also. On the day of the b'day shoot a mail to all team members including the b'day boy/girl for wishing him/her.
i hope this can work.

Adding to Deepali, the gift can be some shopping vouchers or movie vouchers.. Regards, Anitha Simon
