Festival holiday fall on 12.01.2018 Friday and the Worker on leave 11th & 13th if he is eligible for the payment. If no in which section or rules it’s mentioned.
For National holiday we pay but for festival holiday.
as per rule the employee is 11 & 13 on leave and the festival fallen in between so the festival is counted as his leave. "Leave ordinarily begins from the date on which leave as such is actually
availed of and ends on the day preceding the date on which duty is
resumed. " so there is no question to grant him payment for three days

If you are paying for National Holiday then you also have to pay for the Festival Holiday. So there can not be separate treatment as the both are governed by the Act, either under NH&FH Act or the shops & commercial establishment Act.
dear help me what is the payable if employee worked in festival holidays 1/2 Or 1/3
