As we know that ESIC slab is 21,000/- . So the ESIC is not applicable to a person but the same person works in a month for 15 days does he need to deduct ESIC? Is there any ruling on that ? Is the calculation is on the basis of rate per day (once determined as rs.21,000/- per month).

You have got it all mixed up. The coverage depends on you rate of wages & is deducted on wages earned. Also even if wages increase during a contribution period, ESI deductions have to be affected till end of the said period.
