There is neither resignation nor appointment of Occupier under the Factories Act 1948. An employee becomes "Occupier" when he has ultimate control over the affairs of the factory. He would cease to be so when he is no longer involved in the running of the factory. The format for applying for change of occupier is given in Himachal Pradesh Rules which may be perused.
