Actions the employees can take if employer has not created PF account but deducted amount?

If company deducts the pf amount from employees for last 2 years and not been created/registered the pf account and in the form 16 also they mentioned the PF amount deductions. What actions the employees can take to get the PF amount from the employer?

First complaint / inform against this organisation to your local PF office . what is your employee strength in your organisation .
why employee not demanded for PF A/c No . and UAN No. ???? Now PF and adhaar link also available .
