Is it necessary to issue both joining and appointment letter to an employee?

Hello everyone, I have a query regarding issue of appointment letter and joining letter. Anyone of you please let me know if it's necessary to issue both joining and appointment letter to an employee and also the differences between these two.

Appointment letter/order is issued by the establishment appointing a candidate to a post in the organisation while Joining letter is submitted by the candidate himself offering himself for service in the establishment
