Time for notice period - how can resign with short notice period?

In our company HR follows three months notice period - is this the practice as per the rules. how can resign with short notice period

What was the notice period specified in your appointment letter?
One cannot resign with short notice period unless employer is agreeable to shorter notice period.
Both company and employee is bound by terms and conditions of employment letter.
