Can anyone define how many working days to be calculated according to J&K minimum wage act?

Your query require more information to be given. As far as I understood, you are asking for how many working days are in a month to be calculated.
Well, minium wage has nothing to do with calculation of working days. Minimum wages is the amount prescribed by labour department as threshold-category wise ie-Skilled, Semi Skilled, Highly Skilled, Unskilled etc. Accordingly an amount is against each category for a daily wager and a monthly rated employee. For calculation of daily wager- its always the number of days to be considered multiplied by the daily wage rate. For monthly rated employees-it is as monthly minimum wage /days in the month *(days worked+week offs+ any paid leave).
The latest minimum wage notification applicable in J&K is attached. It has not shown the montlhy rate so you can multiply the daily rate with 26 to reach the monthly rate.
