What is your organization's promotion policy? If you do not have one, the same has to be developed.
When you are looking at upgrading an in-house employee, it can be done through two modes: one, a panel constituting the key personnel which decides on the eligible candidates, or an internal job posting. The need for promoting/upgrading an employee depends on various factors like existing vacancies, tapping a best performer with additional roles and responsibilities.
Apart from the general guidelines, a few parameters that can be followed by HR, being a part of the interviewing panel, are listed below:
- Education
- Ability to work in the role to be assigned
- Manpower handling
- Computer skills
- Technical knowledge like utilities, process flow, maintenance, etc.
- Stock handling (wherever applicable)
- Audit protocols awareness (both internal and external)
- Safety awareness
- Team handling capacity
- Adherence to the company's requirements in target achievement.

Currently, there is no promotion policy in this company, and it is happening very ad hoc. Once an employee completes 3 years on the job, he gets a designation change. I am starting from scratch, and your input would definitely help. If you have any documents related to it, could you please share?

It is good to change designations for employees who have been with your organization for a considerable period. It is advisable to start from scratch now and follow the basic guidelines suggested above, improvising on them as needed.
