There is nothing like auspicious time to launch a management initiative. However, the problem is that if you launch Balance Score Card (BSC) on your own, it could be risky as it could be faulty installation. In contrast, if you hire external consultant, your management may not be in position the hiring charges.
However, I have different to question to ask. Have you studied advantages and disadvantages of BSC completely? If yes, then how will you overcome the shortcomings? It would just kill the initiative. Employees will become defensive and will view this tool as a tool to force improvement in performance.
Its a valuable tool but needs to be used with precision at the right time.
