Service weightage in the form of additional increments over and above a certain threshold service may be considered.

Hello, regarding above mentioned subject, I think, without considering the length of service, need to consider the overall performance of each and every employees like his /her Integrity, respect, creativity, teamwork, improments, challenges, mistakes, planning, contribution / participation and so on these values will consider for availing to employees. It will be very useful to survive long life and beneficial for ourself, company and nation to achieve targeted goal for continuous growth and development. Thanks.

Your query is different and the re-post made is different. One is enquiring on the allowances and service award, second one is suggesting on the criteria for giving the allowances.
As our learned friend Mr.Umakanthan suggested service period can be a major contributing factor for such allowances and seniority award the age on job is the most deciding criteria,but if you do not want the service period to be a factor , discuss with your Management and implement on your lines.
But points mentioned by you are of those which can be considered for annual recognition basing on performance. The recognition in general can be annual,half-yearly and quarterly also.
