Polices are for employees to have easy reference as & when they need. You point is good in way that all the policies may not be required at the time of orientation however Noting wrong in sharing all polices you have in force.
In fact, try to have HR policy manual covering all policies & Procedures and the same can be included in the induction kit which will be given to the new hire on the day of joining. This may help.
