Can you please advise on how to calculate the leave entitlement for staff who joined on 15 Aug 2017 until Dec 2017? Annual Leave entitlement is 14days. Thank you.

It is quite tough. Actual prorate value per month is 1.17 per month
When to receive full grant - when join before on or before 15 ?
Otherwise half grant when join middle of the month
As you have only 14 leaves per year, so prorate value comes approx 1.17/M which is quite difficult in leave allotment. So, what you can do, you can allot 1 leave per month and that remaining 2 days leave as a leave in emergency or leave in disaster situations (you can give any other name) which employee can avail after probation (in case of new comer) or any time during the financial year.
If employee join after 15th of any month usually no leave is allotted for that month but again it differs as per company policies.

leave Entitlement on Pro rata basis is 5 Days for the period 15/08/2017 to 31/12/2017 @ 14 days PA
