I understand your recruitment challenges. Nevertheless, even before recruitment, you need to find a creative solution to convince management on importance of subscription of the services provided by the job portals. As such yours is a unbranded company. With stalwarts of your industry in fray, anyway getting quality candidates is a challenge. To reduce the cost of recruitment, if your management wishes to rely on the secondary means of recruitment like Linkedin, you will not get quality candidates. Reliance on secondary means narrows your choice of the candidates.
May be management told that recruitment of the right candidates is the first step of maintaining the quality of the products/services or even customer satisfaction. Have you measured the cost of poor recruitment? Please try measuring it to augment your arguments.

@Rambabu G: I have already posted on indeed but very less and irrelevant responses received.
@ Aniket Pathak: I have invited employee referrals, free consultancies(Charges payment from candidate): for position even candidates not pay to consultancy bcoz they ave ample options and News paper add doesn't work much when we are hiring experience candidates.

I can relate to your situation and shall advice from my experience that free postings and searches work, however, they have their own limitations. Not all skills are easily available, certain skills are difficult to be found through these portals and most of them are active job-seekers. One also requires a lot of time and effort to chase those candidates.
If you have tried all your free sources then, it is time that you persuade your management to utilize the skill of a consultant/ head- hunter, you have to present them a list of why it is efficient to use one. As you mentioned it is a crucial role that you are trying to fill, is it worth to wait for another month or so to get a free hire or is it better to pay a small amount and get someone on board who would add-on to the organisation's revenue. If the management is still ready to wait, I don't think it is a crucial role.
Also, you can negotiate the charges & payment terms with the recruitment consultants to bring down the cost.
Wish you luck in closing the position
