Dear Pravin,
As per attachment it seems that there is no change in Special Allowance for the period July 2017 to Dec. 2017. It is same as it was for Jan.17 to June 17 for all the scheduled industries.
Suresh

There has been no change in rates.Perhaps, this is the first time when neither it has increased nor decreased
