PF Rule: Why brother should not the nominee for provided fund?

What is the reason behind the rule...why brother should not the nominee for provided fund???

The PF scheme is for the welfare of the subscribing member and his own family members. By hierarchy, brother is not the family member of the subscriber, himself. He is treated as the family member of his/ her father only.
