Now coming to "inefficient" is concerned, have you studied the causes of his/her inefficiency? How long the person is doing this job? Has that person's department or section changed recently? Is inefficiency of employee a recruitment problem more than training problem? What is role of HOD in elevating the performance of the employee? Does he/she spend extra time with the inefficient employee? Has the feedback been given about under-performance of employee? Has he/she been encouraged for self-learning? Does this person have above average IQ?

My answer is yes but it is a scientific process. First thing is since how long the employee is working, any abnormal changes in the process, any automation etc.,Did the the HOD / immediate superior suggested any Performance improvement plan in context to his / her low performance.
The training process shall be enhancing the knowledge levels of the employee thus enhancing the productivity resulting in the growth of profit at the same time with the support of training the employee also can have career growth.
A win-win situation for both the employee and organization if the training process is perfectly scheduled / executed.

What makes employees inefficent is their environment, organization culture, doing same job throughtout the day
So the reason must be identified for his/her inefficiency
Mentor the employee and focus on that particular employee more by discussing his problems, needs
What can be done to make him work in a satisfactory manner
