My wife who is a PSU employee is currently on maternity leave, and also has 60 days of earned leave balance. Since I need to move to US for couple of years, I intend to take my family also along with me in August 2017. The plane for my wife was to club the current leaves and then go on 'leave-without-pay' / child care leave. But it appears that she is not allowed to get a NOC until she exhausts her maternity leave and all earned leave. She was told that once she exhausts all her maternity leave and earned leave, she then can apply for child care leave as well as NOC. This makes no sense to me. Does it mean that PSU employee does not get to travel abroad when they have paid leave balance. Any light on the rules/terms/conditions will be really helpful.
