Top is interested to propagate the Vision/Mission at Free to Cost?
If they are interested Top Management should take people into confidence and appraise them for the future....slowly people will respond to this & based on action reactions of bot Top to Bottom you can finalize what activities need to carry out.

Please discuss with your Senior Management about their willingness & seriousness of bringing awareness to all employees. Discuss about the budget part.
You can plan for the charts & display, get the mission & vision statements printed on the front side of a small size of card with calendar on the back side & issue to all the employees.
You can plan for a gathering of all your employees for a high tea one hour before the end of the General shift, let the Senior Management team like MD / Directors / CEO / President / Business head along with all the HODs present over there and let them brief about the mission / vision statements & the necessity and the importance and conclude with the high tea.
You can also plan a small memento with the company Logo / Mission & Vision statement etc., etc.,
All above this it is very important that how serious the Senior management is in following ie., in one of the organization the management sacks employees left, right centre with out any reason and surprisingly their one of the core value is "Respect to the individual". Hope you can understand.
