If the contractor has submitted the pf after delay of one year but not submitted the penalty what should the principal employer do?

Since the contractor has a separate code he is different PF entity. PF authorities assess the interest & damages after a while. You can at best write letter to him asking him in turn to write letter to PF office for calculate the amounts. You may give time of say 30 days to the contractor to comply.
