If any employee change his work shift without any prior intimation or permission so can i do, if i can issue notice against his misconduct, what types of details will be mention in notice.

As HR, Yes! you can. But before taking any steps check with his team lead or Manager whether he did that with their permission or not. It can come under :-
- The wilful failure to follow management instructions or guidelines.
OR
- Persistent bad timekeeping.
