Hi,
You can learn complete HR detail from Citehr.com. citehr.com is the enclylopedia to the HR people. Really I have learnt more and more from here. However, you have to work practically in HR department to get practical experience. To learn about acts you search in google.
All the best

HR is a cosmic subject. It cannot be studied in the form of capsules. There are a number of human psychological theories involved in it. But basically, being an HR person you should acquire at least reasonable knowledge in Labour Laws. Interpretation of different provisions of various Acts will be a tough job for a beginner but you can do well with the help of senior members of this citehr itself. Please go through the following blog in which some of the entries, especially, Labour Legislations in India may be useful to you.
