Bit surprised to get this querry from a HR personnel.
As per PF rules a member can withdraw his provident fund dues after two months of leaving the earlier job and provided he is not employed elsewhere. (A declaration of non-employment has to be furnished by the member in the application for withdrawal). Now UAN (Universal Account Number) is allotted to all the members and this number is to be maintained when you change the company.
You have to fill up Form-19 for P-Fund and Form-10C for withdrawal of Pension Amount.
Transferring of your PF dues is always beneficial then withdrawal unless there is a dire need of funds.

Now EPFO launched new composite form for withdrawal PF, EPS and Advance from PF.(F19, F10C and F31)
Two Form- 1. Composite Aadhaar 2. Composite Non-Aadhaar
If your employer seed your Aadhaar number, Pan card and Bank details with your UAN number, Then you will claim your PF and EPS amount form Composite Aadhaar Form.
If your employer haven't seed the same document, then you will claim the same with the Composite Non-Aadhaar Form.

If you are withdrawing before 10 years of service you can withdraw both epf &efp while after 10 years of service you can not withdraw efp part.
