Dear Satyadhanyasi,
To monitor the effectiveness of the department, costs or ratios associated with department are identified. There are so many ratios for each department. However, which ratios to consider depends on the nature of the business of your company.
In fact what were one time internal controls, have been merged with the PMS and each HOD has been made responsible for managing cost or ratio for his/her department.
This is a very exhaustive job. To measure certain ratio or cost, you need to first start developing that kind of MIS. Sans this data, how can you measure it? Accuracy of the costs or ratios also matter. For further information, feel free to contact me on my mobile.

Dear Satyadhanyasi,
These are my supplementary comments. Telling external agency to do the audit is one of the means of improving the internal controls. Following are the examples of auditors' observations:
a) Under-utilisation of the capital equipment
b) Delay in installation of the capital equipment
c) Holding dead stock for a long time
d) Inordinate consumption of resources like A4 sheets etc
e) Non-renewal of licenses
f) Improper records of the operation of the vehicles
To avoid the audit objections on the points similar to the mentioned above, you do not have to conduct the training as such. However, mere revision of the SOP is sufficient.
