there are many compulsory holidays, mentioned in various lab our laws. First one is weekly holiday, national holidays, etc., besides these leave provisions is existing in the concern acts. So first prepare standing orders for your organisation as basic rules to run the organisation smoothly.

Please clarify what do you mean by "Compulsory Public Holiday" are you referring to Private/Public Sector
