Suppose one employee re-joins in the same organisation after 1 year of his relieving (all the exit formalities completed as per the rule),is it necessary to create fresh employee code in EDMS?New ID card also?

When the same employee join the company after 1 year then he has some extra knowledge of 1 year. He will not join in the same salary or not in the same designation. so, new employee get the new I-card or the new code.
