I am novel to this Topic, But can suggest few thing about establishing Posh Committee, in a Company.
According to Act all the establishment with more than 10 employees shall formulated ICC (Internal Complain Committee), The Head of the Committee should always be a female from the employee side, and not employer side. you should have a tie up with a NGO OR any person [Outsider/Insider] who has the knowledge on the topic[ It can be a lawyer, social servicer ect] two member again from the employee side, who has some knowledge.
It is to be noted that 2/3rd off the member should be from the employee/workers side. According to the act it is not compulsory to have a NGO, in the Committee, what is important is to have on person [preferably an outsider, who is devoted to this cause].

For any one to formulate the Committee, It is necessary to note that employees should be part of the Committee[as they are the base of the company, who can help in such cases],
and the head should always be FEMALE from employee side. the Meeting of the committee, is not mentioned in the act, but annually is suggested. to have the NGO/ any other person elected for every meeting is not compulsory, only when the incident occurs, they should be readily available and they should be remunerated, as per the rule mentioned thereunder.
