If yes, what is the procedure,
Otherwise, do we need to apply for new contract licence 1970.

merely expired does not fetch any reply. when it got expired, and what was the reason of non renewal? in that period , was any contract in force or not? these are main points to be put by labor commissioner.
I do not understand the question and specially the reference of 1970

1.when it got expired: Ans.: 27/01/2017
2.what was the reason of non renewal? : Ans.: Work almost completed. But client still now is not giving SITE CLEARANCE CERTIFICATE. Our final bill is pending due to that reason. Present employee is nearly 20. There is no any major work at site. Some touch up work is there. For getting SITE CLEARANCE CERTIFICATE, we need to get renewal the licence
2.in that period , was any contract in force or not? : Ans: Only attached contract copy is forced, not any other.

vendor registration renewal was due 90 days prior to expiry , however they can submit the renewal application right now,
department may ask for a small clarification from the vendor, for making application delay, and putting the above reply with additional clause, that site is on some remote location, and the owner was busy at site, so the delay in application of renewal may be condoned.
Natural grounds are justified everywhere, however the department mostly allow the same with some penalty.

CLRA has provision for renewal of same license. Mostly , in all states online renewal at State Govt. Labour department's site it is possible. There is no late fees. On same security deposit, please fill in details, pay challan on line, get a print of documents and approach labour office for authority's signature on License. They will take expired license and return the renewed license to you which you manage.
