Social media works for you if you have a large following and a friends network.
So, if you put a post on twitter stating you have jobs available, then if someone sees it, they will probably apply. But how will you ensure that the candidate sees it ? Not all are on twitter. In fact, only a sophisticated few are on twitter. So if your candidates are of that profile, it will be a good idea, otherwise its a waste of time.
Again, if you have followers who are not of the profile you want, but retweet the message and they have followers who have that particular profile, then yes, it works. But why will they retweet ? Mostly people retweet what they think is of interest to others.
and ofcourse, the next question is how will you attract followers ? you need to be posting on a continuous basis information that is of interest to the people and then only they follow.
You need a proper social media strategy, so its better you hire an expert who will guide you through and help
