You can perform past employment verification of your candidates to confirm that what he is claiming about his past salary is true. In addition to last withdrawn salary, past employment verification helps validate other employment details of a candidate, which further helps make right hiring decisions.
When it comes to performing past employment verification, you can rely on an online tool called Verified Resources. Apart from last withdrawn salary, it verifies work experience, status of exit formalities, and whether your candidate served his notice period or not. All these details are verified by your potential employee's former employer(s) and since the verification process is automated, you get quick, accurate results to make right hiring decisions.
Being an HR, I personally use Verified Resources and it has made hiring lot easier for me. I'm making confident hiring decisions now.

You can try using it to simplify and expedite recruitment and verification process.

How you have asked him to join before clearing up all the searches re: pay package scrutiny, check up with last employer etc.? Don't you think that now since he has already joined the organization, the things are little-bit difficult? You must have given him an appointment letter. Now, suppose, the search with his previous employer reveals otherwise than what he claims; what will be your PLAN OF ACTION?
Anyway, now since he has already joined; ask his Dept. Head to have a closer watch on him for some period, as a precaution. And in future strictly observe recruitment steps.
