I got selected for a MNC IT company in Hinjewadi, Pune. I refused to join the company on a day before joining and HR threatened me that he will blacklist me through NSR so I couldnt apply for any tier 1 IT company as they would be able to access my data even using PAN Card number. I am not registered on NSR. Can you please help me understand if this is legal that an employee can be blacklisted through NSR?

Chances of blacklisting are rare. However, there seems to be some lapses on your part. Why you have refused to join even after selection?. If you were not satisfied with any of the term/s they offered; you could well have communicated them earlier. You can easily understand the reasons of pareshaniyan of these people; simply because you had not turned up after selection and acceptance. Now, probably, they have to carry on the recruitment procedure once again, which involves lot of time and considerable expenditure.
My advice to you is to avoid this in future and communicate your decision to the concerned IN TIME.
