Thanks for sharing your article. It is nice and thoughtful. You have well written the probable reasons of non-response with the help of valid examples.
In other perspective, one of the reasons of non-response could be, people sometimes do not know the correct way of response or they are simply unable to judge their own response in certain situations even if they know their response is mandatory at that times. It is unintentional at a times and depends on the type of personality you are.
To put it more precisely, reading out our own thoughts, converting our response into effective words or sentence structure, presenting response in a most assertive way also plays an important role. Hope you will agree with me.
