I am currently working in an MNC company. I asked for a transfer because of my health issues but my rmg is not approving it. I resigned my job 2weeks back and my HR told that i need to serve the notice period of 90days.Now there is a serious health issue for my mother can i withdraw my resignation and ask them for a transfer by submitting the reports of my mother health issue.Can i do that ?

You are free to withdraw your resignation. But it's the option of the Company whether to accept or not. Just because you want to remain does not mean the company wants you to remain.
Further, what is the guarantee that the company will agree to your transfer ?
It's better you speak to them first and find out whether they want you back and whether they will transfer you on grounds of mothers health. An outsider will not have the correct answer

An employee can withdraw resignation any time during notice period.
About request for transfer, that depends upon the discretion of the management to accept or not. Better try to convince the competent authority in person on the basis of proof of illness of your mother and why you need to be with her.
