You have asked the query about introduction new functions of HR management. The scope is far and wide. It depends on the amount of autonomy your management would like to give it to you.
However, before giving suggestions of any kind, we would like to know as of now what HR practices your company follows. Since "HR" and erstwhile "Personnel" functions are used very interchangeably, we wish to know whether you have fulfilled the requirements of the personnel departments first. I say so because HR has evolved from personnel department it would not be fair to leapfrog to HR. Going further, you have not shared, what is total employee strength, how many managers are there, whether your company has labour union etc.
Any HR intervention should either improve the human productivity. Human productivity in turn should improve organisational productivity. HR intervention should also cut down various costs, improve customer satisfaction and so on.
