If establishment is not covered under EPF act, they are not required to deduct the contributions. She can go for NPS or any other suitable benefits if she wishes to save for future.

If the employer to whom she joined is not covered under the EPF & MP Act, 1952, they are not required to deduct or pay the contributions. However, if the new employer is covered under the EPF & MP Act, she will remain a contributor at least up to the present ceiling limit of Rs.15000/- for which she is required to fill form 11 declaring therein the information of her previous EPF number and other information etc.

What if her salary is more than 15000? Would it then be compulsory to deduct PF from her salary? Can you answer this please

Please go through my earlier remark which is self explanatory. If the new establishment which she has joined is covered under the EPF Act, then certainly she will become member and contribute at least up to the ceiling limit of Rs.15000/- per month.
