You could possibly draft your communication on the following lines
Subject : Policy on issue of official stationary
In order to streamline the purchase and distribution of office stationary and to ensure optimum use of the same, we have put in place the following policy for issue of official stationary.
1. All stationary will be issued by HR- Admin Department
2. Please put in your monthly request for stationary by email clearing stating the quantity required to the HR - Admin Department with a CC to your immediate superior.
3. Your stationary will be issued within 2 working days at the most (especially if the requirement is large or if the items sought are not normally kept in stock)
4. For emergency issue of stationary please contact the HR- Admin in person

The policy comes into effect with immediate effect.
