You have not given the context.
You have not mentioned the alleged action that prompted this memo.
So it is not possible to suggest any reply.
From what you have given it can be said that the senior is not expecting any reply.

This is probably due to some letter written by Mr Bean which the senior felt was out of context and was not appropriate in language,subject matter etc.
As Learned member Shri Raghu has written the senior does not want any reply to this letter.
It is a cautionary cum advisory letter of a senior to presumably a junior official.
Only reply which he can give is -Noted.

When you go for meaningless talk with Seniors, they will be telling like that only. You have to appraise and convince them to accept your decision/version.

The context was w.r.t an approval request sent to Senior and he approved the SAME on many occasions but now he was not approving. I have sent the previous approvals and reminded him to which I have not received any reply till date....
